The Bill (Reg. No.2019) defines legal, organizational, and financial principles of operation of the advanced on-site personnel training system. Inter alia, it specifies the procedure of certification of managers and experts, as well as personnel certification. The Bill introduces regulations concerning employer´s responsibility for holding advanced personnel training in order to enhance efficient working capacity of the personnel.
However, though the Bill defines the wide range of employees not subject to certification (Article 22), it fails to secure their right to certification.
